Regularfoot surfer from Hawaii; winner of the juniors division of the 1969 Hawaii State Championships. One year later, at just 17, he was invited to the debut Expression Session event, along with 19 other world-class—and much better-known—surfers from around the world. At that time, the slender blond-haired Starr was described by Gerry Lopez in a 

 magazine profile as "a Zorro and a flash, completely free-flowing, always radical." Lopez made it sound as if Starr may have also invented the floater: "One maneuver that is all-Starr is his riding over the broken wave, carving on and over the soup just like in the green water...[with] the illusion of weightlessness." The article concluded by saying that "Rusty Starr is too dedicated to have any other future direction than up and ahead . . . and he has his whole life ahead of him."

The following year Starr, 18 and still in high school, died of a drug overdose, and his passing—along with that of close friend Tomi Winkler, another teenage Hawaiian surfing prodigy, just six months later—came to symbolize the epidemic of drug-related casualties that thinned the surfing ranks in America and Australia from the late 1960s to the mid-'70s.
